Maryland’s House of Delegates unanimously elected Del. Joseline Peña-Melnyk as its new speaker during a special session Tuesday. She becomes the first immigrant and first Latina to hold the position in state history. The special session was called to address the state budget, but Democratic leaders confirmed that congressional redistricting is not on the agenda.
